Dr. Bouab is an elected member of the New York Academy of Sciences, a member of the the Executive Committee of the International Association of University Presidents (IAUP) and Special Advisor to the President of IAUP. He is the Founding Trustee and Chairman of the Moroccan-American Healthcare Foundation, the Founding Trustee and President of the Moroccan American Foundation and a Member of Pace Executive Council.

As Chief of the Public Finance and Private Sector Development for the United Nations he provides policy advice and technical assistance to strengthen Government capacities in resource mobilization (Government revenue - tax policy, tax administration, international taxation - private savings - household savings and capital markets - private foreign investment); public expenditure management (financial management planning, budgeting, performance evaluation and accountability); and private sector development (creating an enabling environment for private sector development - reform of the financial and banking sectors, public accounting and auditing, transparency and accountability etc.). He secures funding from Bilateral and Multilateral donors for technical assistance projects. He also cooperates with international academic, healthcare institutions and private sector organizations to secure expertise for research, training and technical assistance programs with a view to expending the partnership between the UN and higher learning institutions, healthcare systems and private sector organizations.

Dr. Bouab is Secretary of the UN Ad Hoc Group of Experts on International Cooperation in Tax Matters, Focal Point on the United Nations Enterprise Liaison Service and member of the Working Group on the Report of the Secretary-General on Financing for Development. He is also a member of the Council of Executive Secretaries of Tax Organizations (CESTO) the International Fiscal Association (IFA) and the Intra-European Organization of Tax Administration (IOTA) as well as several Public Finance and Private Sector Development Organizations. He is also a Professor of International Economic Business and Trade, Comparative Economic Systems, Money and Banking at Pace University, Fairleigh Dickinson University and other higher learning Institutions. He is a frequent speaker on public and private issues, academic, national and international institutions and foras.
